Prishtina, July 18, 2019 - The Committee on Normative Matters of the Kosovo Prosecutorial Council held a public hearing with representatives of civil society and the media regarding the draft Regulation on the Appointment of Chief State Prosecutor and Chief Prosecutors of Kosovo.
KPC Chairperson Bahri Hyseni, representatives of the US Embassy, British Embassy and UNDP also attended this meeting, besides the members of the Committee for Normative Matters.
KPC Chairperson, Bahri Hyseni, at the opening of this public hearing said that the KPC saw the need for organizing such public hearings when specific regulations are being issued. “Regulation of special importance is also considered the regulation for which the public hearing has been called, as through it is determined the entire process of appointment of Chief State Prosecutor and chief prosecutors of other prosecutions,” he said.
According to the Chairperson Hyseni, the selection of these positions is of special importance, with the aim of applying the most transparent standards and criteria that affect the universe in selecting values of meritocracy.
Further, the Chairperson Hyseni said that the civil society and the media will be part of the drafting of this regulation, they will contribute with their comments and suggestions that have to do with the draft regulation.
The Chairperson of the Committee on Normative Matters of the Kosovo Prosecutorial Council, Zejnullah Gashi, said that the said Regulation was drafted through an open and transparent process, where international partners have given an irreplaceable contribution and their proposals are incorporated into this draft. “Now through this form of public hearing, we are looking forward to receiving proposals from you as a civil society, so that we can jointly analyze them here, the ones that are compatible with the legal conditions and the best ones to the process, too, will be harmonized and incorporated within the draft”, he said.
Meanwhile, civil society representatives congratulated the Kosovo Prosecutorial Council for this organization and said that this is a new approach and it is the first time that the prosecutorial system uses this form of cooperation with the public. According to them, this is the best way to cooperate with civil society and the public to ensure the necessary transparency in the important processes that take place in the prosecutorial system of Kosovo.
After the discussions and analyzes made at this public hearing on the Draft Regulation on the Appointment of the Chief State Prosecutor and Chief Prosecutors of Kosovo, there was general agreement that the recommendations and suggestions arisen at this public hearing, which are in accordance with the legislation in force, but also that are in the best interest of the process, will be harmonized and incorporated within the draft of the abovementioned regulation
